Minutes Village of St. Helena Town Board Meeting November 18, 2021 Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Councilman William Hunter, Councilwoman Nancy Jones, Councilwoman Kaye Knowles, Village Clerk Mary Bakan, Village Attorney Nathaniel Coleman, Village Planner Kim Rivenbark, and Building inspector Louis T. Hesse. Absent was Councilwoman Margaret Brinzey.
Charles White came in and was told the hearing will be on Monday, so he left. Remaining in the audience were Carey Childress (planning board member) and Kenneth and Karen Barnhill.
Mayor Robert Barnhill called the meeting to order, and Nancy Jones led the prayer. Pledge of allegiance was said to the U.S. Flag and a salute was said to the N.C. Flag.
On motion by Kaye Knowles, and seconded by Nancy Jones, minutes of October 21, 2021 were approved unanimously.
On motion by Judy Katalinic, and seconded by Kaye Knowles, the October 2021 financial report was approved unanimously.
Mayor Barnhill asked the audience if there were any questions. Carey Childress asked about the ARP money. Judy Katalinic commented that she has been talking to Mr. Shore with COG. Mr. Shore has offered to come to a council meeting to talk about ARP.
Mayor Barnhill asked about street signs missing on Main Street. Judy Katalinic pointed out that she had ordered the signs in August, but there have been several delays in the delivery.
Louis Hesse mentioned a garage being built.
Nancy Jones mentioned dirt was going in on the land bought by Nash Equipment. Talked about was construction at Westgate Auto.
William Hunter brought up high grass at the Green-go Solar Farm.
Nathaniel Coleman and Kim Rivenbark had nothing to bring up.
Discussed was on how well the ditch looks after trees were removed.
Mayor Barnhill suggested making brick steps at the side doors at the hall. Louis mentioned that the steps have to be up to code.
On motion by Nancy Jones, and seconded by William Hunter, it was unanimous to use the bricks stored behind the hall to build steps. Christmas refreshments after the December meeting were mentioned.
Village Clerk Mary Bakan will swear in newly elected officials at the December meeting.
Mayor Barnhill mentioned the new clerk’s position. Nancy insisted that the Village should advertise for the position.
On motion by William Hunter, and seconded by Judy Katalinic, the council unanimously voted to go into executive session. Mayor Barnhill asked everyone to leave except council members.
On motion by William Hunter, and seconded by Nancy Jones, the council went from executive session back into regular session unanimously.
On motion by Nancy Jones, and seconded by William Hunter, the meeting was adjourned unanimously.
