Village of St. Helena Town Board Hearing.

November 22, 2021


Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Village Clerk Mary Bakan, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Councilman William Hunter, Planner Kim Rivenbark, Village Attorney Nathaniel Coleman, and Building Inspector Louis T. Hesse. Absent was Councilwoman Margaret Brinzey.


In the audience were Carey Childress, Neil Benton, Rick Mayes, Mike Barnes, Charles White, Mrs. Blanche Rastetter, Layla Carr, Dwayne Eakins, and Neil Uttke.


Mayor Barnhill opened the hearing at 6:30 p.m.


Kim Rivenbark said that Project Fresh is asking the height limit be raised from 35 feet to 55 feet. Mr. Barnes from Project Fresh explained that the building will be a cold storage warehouse where sweet potatoes and other fruits and vegetables will be stored to be exported to other areas.


Rick Mayes talked about being in business for many years.


Carey Childress was concerned about noise from trucks and air conditioners. It was pointed out that all the trucks are connected to the building and air conditioners will be located on top of the building.


William Hunter asked about jobs and was told 60 employees will be hired.


William asked about the route. Mr. Barnes explained traffic increase and numbers of trucks.


Judy Katalinic asked about working hours. Mr. Barnes said that there will be two shifts. First shift is 7 a.m. -3:30 p.m. Second shift will be noon-8:30 p.m.


Kim Rivenbark pointed out that the St. Helena Planning Board unanimously recommended approval.


Kim gave an overview of the resolution and ordinance request.


The public hearing was closed.


On motion by William Hunter, and seconded by Nancy Jones, the resolution of change 3228-46-1976-0000 and 3228-46-1570 from RA to I-1 was approved unanimously


On motion by Judy Katalinic, and seconded by William Hunter, the request to change 3228-46-1976-0000 and 3228-46-1570-0000 from RA to I-1 was approved unanimously.


On motion by Nancy Jones, and seconded by William Hunter, the motion to adjourn unanimously approved.
