Village of St. Helena Town Board Meeting

December 16, 2021

Present were Mayor Robert Barnhill, Mayor Pro-Tem Judy Katalinic, Village Clerk Mary D. Bakan, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Councilwoman Margaret Brinzey, Councilman William Hunter, Planner Kim Rivenbark, Village Attorney Nathaniel Coleman, and Building Inspector Louis T. Hesse.

In the audience were Neil Benton, Sarah Newman, Kailey Newman, Tanner Benton, Avery Benton, Wyatt Newman, Jessica Gray, Carey Childress, Robbie Holly, and Robin Hesse.

Mayor Robert Barnhill called the meeting to order and led the prayer.

Pledge of Allegiance was said to the U.S. Flag, and a salute was said to the N.C. Flag.

On motion by Nancy Jones, and seconded by William Hunter, minutes of November 18 and November 22, 2021 were approved unanimously.

On motion by Judy Katalinic, and seconded by Kaye Knowles, the November 2021 financial report was approved unanimously.

Robert Barnhill was sworn in as mayor by Village Clerk Mary D. Bakan.

Judy Katalinic was sworn in as councilwoman by Village Clerk Mary D. Bakan.

Neil Benton was sworn in as councilman by Village Clerk Mary D. Bakan. Neil’s son Avery Benton held the Bible for his dad.

Mayor Barnhill acknowledged the fact that Margaret Brinzey had done a great job as a member of the council. He also stated that Mary Bakan had resigned as clerk.

On motion by Nancy Jones, and seconded by Judy Katalinic, the council unanimously went into a closed session.

After the closed session, the regular meeting resumed.

On motion by William Hunter, and seconded by Kaye Knowles, Robbie Holly was appointed village clerk unanimously.

On motion by Judy Katalinic, and seconded by Neil Benton, William Hunter was unanimously appointed mayor pro-tem.

On motion by Judy Katalinic, and seconded by William Hunter, the meeting was adjourned unanimously.
