Minutes Village of St. Helena Town Board Meeting January 20, 2022 Attending were Mayor Robert Barnhill, Mayor Pro-Tem William Hunter, Councilman Neil Benton, Councilwoman Judy Katalinic, Councilwoman Kaye Knowles, Planner Kim Rivenbark, Village Attorney Nathaniel Coleman and Village Clerk Robbie Holly. Councilwoman Nancy Jones and Building Inspector Louis T. Hesse were absent due to being in quarantine for Covid.
In the audience was Mary D. Bakan.
Mayor Barnhill opened the meeting.
Allegiance to the U.S. Flag and a salute to the N.C. Flag were said by all.
On motion by Kaye, and seconded William, the minutes of December 16, 2021 were approved unanimously.
On motion by William, and seconded by Kaye, the December 2021 financial report was approved unanimously.
Robert Went over the 2020-2021 Audit. He stated that on page 8 of the audit, there was a surplus of $48,593.
Robert would like to schedule a work day to burn the three piles of brush that is located in the field next to the town hall.
Under new business, Judy reminded the council that Sam Shore of the CFCOG (Cape Fear Council of Government) will be at the council meeting in March to discuss changes in ARP (American Relief Plan). Also, the CFCOG is requesting a delegate from St. Helena Council to act as a member and attend several meetings during the day. There was no one able to serve due to work commitments.
Kim said that the council needs to set up a public hearing in February because “Project Fresh” has requested a SUP (Special Use Permit). The hearing will be on February 17th at the start of the regular council meeting.
Robert will be out of town on February 17th so William will run the public hearing and council meeting (with help from Kim).
On motion by Kaye, and seconded by William, the meeting was adjourned unanimously.
