Village of St. Helena Town Board Meeting

March 17, 2022

Attendance: Mayor Robert Barnhill, Mayor Pro-Tem William Hunter, Councilwoman Judy Katalinic, Councilwoman Kaye Knowles,

Councilwoman Nancy Jones, Councilman Neil Benton, Village Attorney Nathaniel Coleman, and Village Clerk Robbie Holly.

In the audience was Alice Southerland and Sam Shore from Cape Fear Council of Governments.

Mayor Robert Barnhill opened the meeting.

Allegiance to the U.S. Flag and a salute to the N.C. Flag were said by all.

Sam Shore from Cape Fear Council of Governments went over some requirements of the American Relief Plan money.

Judy Katalinic stated she wants money to clean ditches. Question was asked if it could pay utility bills for new town hall.

Nate Coleman asked, if possible, to pay trash service bill with ARP money and Sam Shore stated would have to go through

all Federal requirements to make it possible to pay trash service. Sam Shore was going to get back to us with details on that.

Sam Shore suggested wait till the fall because the State got money, they may be able to do something with storm water

projects to help with ditch clean out.

Grants with Division Water Infrastructure may help with storm water run off as well.

Sam Shore went over some areas American Relief Money can be used from;

Covid public Health support, negative Economic Impacts, premium pay for essential workers, replace lost revenue

to government services, and infrastructure investments with water, sewer, broadband to help make necessary

improvements for clean drinking water, support vital wastewater and stormwater infrastructure and expand

access to broadband internet.

Sam Shore then explained the Formula approach to spending ARP money; documentation and compliance

requirements which are detailed in federal guidance.

On motion by Kaye, and seconded William, the minutes of February 17, 2022 were approved unanimously.

On motion by William, and seconded by Judy, the February 2022 financial report was approved unanimously.

Old Business: Robert asked what expense was for Pender County Board of Elections. Robbie Holly, Town Clerk

stated was for 2021 elections.

New Business: Robert give details on ABC Money that came in Quarter ending 12/31/2021.

Discussion about if Community Building is being rented anytime soon.

 

Conversation about the Municipal Association Dinner Meeting on April 8, 2022 and dues owed were going to be $100,

$50 for 2021 and $50 2022. Also question of who would be in attendance and ticket price would be $27.00 for plus ones in

attendance. Robbie would email everyone on council and planning board with invitation and so everyone could reply with attendance.

Robbie asked who needed to do the Ethics for Local Elected Officials Webinar so she could sign them up with Cape Fear Council

of Governments.

On motion by Kaye, and seconded by William, the meeting was adjourned unanimously.
