Village of St. Helena Town Board Meeting

April 21, 2022

Attendance: Mayor Robert Barnhill, Councilwoman Judy Katalinic, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Councilman Neil Benton, Village Attorney Nathaniel Coleman, Village Building Inspector Louis Hesse and Village Clerk Robbie Holly.

Mayor Robert Barnhill opened the meeting.

Allegiance to the U.S. Flag and a salute to the N.C. Flag were said by all.

On motion by Kaye, and seconded Neil, the minutes of March 17, 2022 were approved unanimously.

Questions were asked about some of the expenses by Council woman Nancy Jones on financial report. Wants to see the Visa credit card statement in with monthly financial statement also.

On motion by Kaye, and seconded by Neil, the March 2022 financial report was approved unanimously.

Old Business: No old business.

New Business: Mayor, Robert Barnhill stated he was going to start working on new 2022- 2023 budget and asked if we needed to allocate any funds for something new.

Judy suggested a Clerk Class with the UNC School of Government for new town clerk Robbie Holly for $2500 if she can’t get a scholarship certification.

New Trash Quotes received per American Relief Plan money.

New Road Avenue has road sign down.

Robbie Holly brought up discussion about website mess up because of her trying to change domain all to one company. Judy said she would come the following Monday and help fix situation.

Louis Hesse the building inspector discussed that Westgate new cement pad and have a new general contractor working with Louis to get new permits.

Fresh cold storage did not do a soil evaluation, this permit come from Burgaw or St. Helena?

No news about Nash Equipment moving.

Storage containers limit or permits if making a house , yes or no was a discussion and whether or not planning board wants to add unified development ordinance.

Nate Coleman said we will be having a planning board meeting in May.

Executive Closed Session was had after Nate Coleman and Louis Hesse were dismissed from meeting.

Finally, yes Robbie is to buy Ms. Mary a laptop to present at next meeting with a small get together on May 19, 2022.

On motion by Neil, and seconded by Nancy, the meeting was adjourned unanimously.
