Minutes Village of St. Helena Town Board Meeting May 19, 2022 Attendance: Mayor Robert Barnhill, Councilwoman Judy Katalinic, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Councilman Neil Benton, Councilman William Hunter, Village Building Inspector Louis Hesse and Village Clerk Robbie Holly. Not in attendance was Village Attorney Nathaniel Coleman. In audience: Mary, Bakan, Stella Murphy, Dee Murphy Vinola, Patsy Mizerak, David Mizerak, Wanetta Shiver, Leo Andrades, Cornelia Barnhill and Alice Southerland.
Mayor Robert Barnhill opened the meeting.
Allegiance to the U.S. Flag and a salute to the N.C. Flag were said by all.
On motion by Kaye, and seconded Nancy, the minutes of April 21, 2022 were approved unanimously.
On motion by Nancy, and seconded by Kaye, the April 2022 financial report was approved unanimously.
Old Business: No old business.
New Business: Mr. Leo Andrades discussed his property on Bland Avenue because he is considering building a house. However, the road to the property is a town road and in bad condition and he wants to know what to do and the zoning, which he had already discussed some with Louis Hess, Village Building Inspector and Nathaniel Coleman, Village Attorney. So therefore, he brought before the Village Council. Some questions were how to get power down road, town easement, and what village can do to help with maintenance of the road? It was stated that the village had not accepted road in order for maintenance to be a village issue but maybe county due to emergency vehicles having access. Mr. Andrades could work the Nathaniel Coleman, Village Attorney to have people whom share road to sign petition to have road widen. The neighbors then would have to approve DOT specs of the road to give up 10 feet on each side to have road widen. The road is currently 18ft wide and needs to be 60ft wide. Some other questions, who surveys the road? Landowner or Village? Mr. Robert gave out first proposed budget for review by all council members. William had a formal complaint that the solar farms needed to weed eat around especially the yard sign.
We then had a wonderful celebration for Ms. Mary Bakan’s retirement and presented her with a laptop and plaque for all her hard work and dedication for 33 years. Her family joined us and had some wonderful stories and things to say about her.
On motion by Kaye, and seconded by William, the meeting was adjourned unanimously.
