Village Minutes Village of St. Helena Town Board Meeting July 21, 2022 Attendance: Mayor Robert Barnhill, Councilwoman Judy Katalinic, Councilwoman Kaye Knowles, Councilwoman Nancy Jones, Councilman Neil Benton, Mayor Pro Tem William Hunter, Village Attorney Nathaniel Coleman and Village Clerk Robbie Holly. Absent: Village Planner Kim Rivenbark and Village Building Inspector Louis Hesse. In audience: Attorney Robert Kenan, Mr. Ben Everett and Wife.
Regular Council Meeting Mayor Robert Barnhill opened the meeting. Kaye led the prayer. Allegiance to the U.S. Flag and a salute to the N.C. Flag were said by all.
The minutes had some discrepancies that needed to be address and fixed set to be approved in August meeting after corrections and revisions are done.
June 2022 financial report was approved on motion by Kaye, and seconded by Judy, then the financial report was approved unanimously by all.
Old Business: Building Inspector, Louis Hesse was not in attendance but had sent an email stating he was out of town. However, he filled us in via email that Chris Moore has covered for the footing inspection for the new house on Main Street next to the old parish rectory. West Gate has cut the pad down to the new approved grade and has not called for any inspections yet. Project Fresh is still working and has had a survey done recently but no plans submittal. When they do get their permit, Burgaw has agreed to allow St. Helena inspections during Burgaw hours for cooperation and prompt inspections. Fee charges will be calculated and shared with Mayor Barnhill and Burgaw manager for approval prior to permitting.
New Business: · Attorney Robert Kenan was there to represent Mr. Ben Everett’s intentions to move forward with subdivision that was non-compliant. The Lawsuit was from 2015/2016 with plans to have fixed but not sure what caused the delay. Issues that needed to be addressed were front part 117 expand 25ft to maintain roadway and Cul-de-sac should be 90ft wide for emergency vehicles, that should have been finished by December 2018. Attorney Robert Kenan was there to ask council to extend approval since it has been 5 ½ years since the court order. He will have to amend court order. Horace Thompson is set to survey land and give us specs at August 2022 meeting. Mayor Barnhill asked how much has been done so far and what needs to still be done. Mayor Barnhill would like a time table of when to expect the 6 inches of rock will be spread and Cul-de-sac will for road will be done. · Budget for 2022/2023 was put in motion to be approved by Mayor Barnhill. On a motion by Nancy Jones, seconded by Judy Katalinic the budget was approved unanimously on July 21, 2022 by all council members. · Budget for 2021/2022 was balanced on a motion by Mayor Pro Tem William Hunter and seconded by Nancy Jones, then approved unanimously by all council members. · William had some road work done on North Drive by Elbert. The town clerk resigned and exited the building. On motion by Mayor Pro Tem William Hunter, and seconded by Nancy Jones, the meeting was adjourned unanimously.
