August 2022 Council Meeting |
Village Minutes Village of St. Helena Town Board Meeting August 18, 2022 Attending the meeting are Mayor Robert Barnhill, Mayor Pro-Tem William Hunter, Councilwoman Nancy Jones, Councilwoman Judy Katalinic. Councilman Neil Benton, St. Helena Building inspector Louis T. Hesse, Village Attorney Nathaniel Coleman and Town Clerk Robbie Holly. Absent were Planner Kim Rivenbark and Councilwoman Kaye Knowles. In the audience was Alice Southerland.
Mayor Barnhill opened the meeting and led the prayer.
Allegiance to the U.S. Flag and a salute to the N.C. Flag were said by all.
On motion by Nancy, and seconded by Judy, the minutes of July 21, 2022 were approved unanimously. In reference to the minutes of July 21, 2022 minutes, Nancy requested that the fact that the clerk resigned and walked out should be added. After further discussion, it was decided to add “The town clerk resigned and exited the building”. On motion by Judy, and seconded by William, the minutes of July 21, 2022 were approved unanimously as amended.
July 2022 financial report was approved on motion by Judy, and seconded by Neil, then the financial report was approved unanimously by all.
Old Business: No old business was discussed.
New Business: · William was asked by Nancy to hand out employee folders she made. Nancy thinks that all businesses should have employee folders that contain contact information and a discipline sheet. The folders were handed out to Louis, Nathan, and Robbie. They were asked to fill out and then return to be kept in file cabinets at town hall. · Louis said the house that is being built on 117 south which is Sanchez House (the guy owns El Mirasol Grill and Store) is coming along nicely. · Louis also commented about the Fowler house being built next to the Parish House and that it is going up fast and they were supposed to pour foundation in next few days. · Louis mentioned that Westgate has plumbing and electrical done and they had lowered the specs by a foot. · Dr. Dees lots have a site/lot number now. · Leo Andrades is trying to utilities down at his property on Bland Avenue. · Louis then mention that William has asked Louis to send a letter to the people who now owns “Green Go’s solar farm” about the condition of the property. Louis wanted to know if the letter is from William alone or on behalf of the council. Judy said she didn’t mind adding her name to the complaint. Nancy and Neil felt the same way. The whole council approved as a formal complaint. Louis informed that it will be best to send it to property owners as listed on the tax records since they are responsible for the land since they are the ones who lease it. The name on the tax records is Melanie McLean Bradshaw. The property is not in compliance and fines starting at $100 day if the matter is not fixed right away, (information about fines are located in the U.D.O Chapter 10.7 subsection F). Nancy said that we are not going to do what we did with Westgate. Louis asked Nathan to double check the letter and the letter will be sent via certified mail. Nathan referred to it as “Instigating the enforcement process. · Alice brought up that the Powder Post Beetles are back at the town hall and wondered if the company that sprayed for them has a warranty since it has been less than a year and they are still active. Judy said the bill should be in the “invoice” file from Murray Exterminating. Robert said he would take care of it.
On motion by Mayor Pro Tem William Hunter, and seconded by Judy Katalinic, the meeting was adjourned unanimously.
