Village of St. Helena Town Board Meeting

September 15, 2022

Attending the meeting are Mayor Robert Barnhill, Councilwoman Nancy Jones, Councilwoman Judy Katalinic. Councilman Neil Benton, St. Helena Building inspector Louis T. Hesse and Town Clerk Robbie Holly.

Absent were Planner Kim Rivenbark, Mayor Pro-Tem William Hunter and

Village Attorney Nathaniel Coleman

In the audience was Alice Southerland.

Mayor Barnhill opened the meeting and Judy Katalinic led the prayer.

Allegiance to the U.S. Flag and a salute to the N.C. Flag were said by all.

On motion by Judy, and seconded by Neil, the minutes of August 18, 2022 were approved unanimously.

August 2022 financial report was approved on motion by Kaye, and seconded by Judy, then the financial report was approved unanimously by all.

Old Business: The solar farms notice agreed upon in August meeting cannot be sent out because when the 160D was adopted the old UDO foot notes got taken out by accident. It also says Solar Energy Facility and needs to be changed to Solar Energy Farms. Kim redone the UDO and is not sure how it got left out so we need to add back old foot notes to new UDO. Nate needs to approve with some new wording added also. It is definitely urgent but need to make sure it is done correctly.

· Need to send UDO back to planning board with Nate’s suggestions with stipulations. Nancy motioned and Kaye seconded and was approved unanimously by all.

New Business:

· Land Use Plan Survey Distribution – Should we mail or email the survey to all residents and land owners? Does the Village have a mailing list? We can get a copy of Tax Scroll for addresses. Mayor Robert Barnhill suggested we also add a information sheet with the survey so we will have for future correspondents with residents and landowners. This will include name, address, email, phone number and how they prefer to contacted via mail or email. Will also give up a way to contact residents if trash pickup is going to be missed for some reason. Motion to mail survey by Councilwoman Nancy and seconded by Kaye and was approved unanimously.

· Mayor Robert Barnhill brought up that need to add Town Clerk as a signer to the CDs at Bank OZK. Nancy inquired why and then Kaye suggested we should add William since he is Mayor Pro-Tem as signer. It was asked when CDs come up for renewal and what is rate? Robbie said she would check because Neil suggested that Live Oak Bank has really good CD rates. It was also brought up that a signer needs to be added to Bank of America accounts if we are not going to close them. The council unanimously approved of William being put on the Ozark account.

· Louis updated us on Westgate having 300 yards of concrete poured possibly the following Monday. His last inspection there said 100% of requirements done.

Fowler property is following all guidelines and moving forward.

Sanchez home is having trouble with contractor. No major problems there but Louis did give some suggestions.

Developers keep calling Louis about different properties in St. Helena. Land soil scientist and Pender County did not give approval for septic systems so land developers are pulling out interest.

· William asked Neil to bring up that he has had some residents inquire about spraying for mosquitos. It was brought up that is a county issue and some have seen the mosquito truck spraying.

· Mayor Barnhill informed everyone that we received ABC money for second quarter of 2022 in the amount of $9,489.48.

· Alice brought up the floors having a white film from Murray Exterminating treating for the post beetles. She had tried to spot mop but didn’t want to damage floors with water. Robert said he mopped a spot and it came clean that just need to do it with Murphy’s oil soap or maybe wax floors.

On motion by Councilwoman Kaye, and seconded by Judy Katalinic, the meeting was adjourned unanimously.
