Village Minutes Village of St. Helena Town Board Meeting December 15, 2022 Attending the meeting are Mayor Robert Barnhill, Mayor Pro-Tem William Hunter, Council member Kaye Knowles, Council member Judy Katalinic. Council member Neil Benton, Council member Nancy Jones, St. Helena Building inspector Louis T. Hesse, Village Attorney Nathaniel Coleman and Town Clerk Robbie Holly.
In the audience were Village Planner Kim Rivenbark and Robin Hesse (wife to Louis T. Hesse)
Robert Barnhill brought the meeting to order.
Allegiance to the U.S. Flag and a salute to the N.C Flag were said by all.
Nate led the prayer.
The November 2022 minutes were the next order of business. Nate pointed out that executive session conversation should not go on the regular minutes and is not for the public and should be taken out before published or sending out. Judy said she always remove the executive minutes before posting it on the website.
Robert asked if there is anything else. Judy asked for two changes to the minutes. That on page 2, “Louis said yes lots are R20 and qualify and complies with the ordinances” should be changed to “Louis said the lots are R20 and qualify and complies with the ordinances”. Also asked for “Louis explains that is not usually to have two septic fields on one lot”. It should be “Louis explains that is not unusual to have two septic fields on one lot.”
On motion by William, and seconded by Kaye, the minutes were approved unanimously with the new changes.
On motion by Kaye, and seconded by William, the November financial report was approved unanimously.
Old Business: No old business was discussed.
New Business: Judy asked about the U.D. O. permitted use rewrite the council members reviewed, Robert said that could wait until next month because everyone has not read over them yet.
On motion by Kaye Knowles and second by Judy Katalinic, the meeting was adjourned unanimously.
When then had our Christmas Social with refreshments.
