MINUTES Village of St. Helena Council Meeting November 18, 2010
Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Nancy Jones, Willie Knowles, R. H. Corbett, and Louis T. Hesse. Absent was Jim Davis. Attending the meeting were Lynn Shore , Judy Katalinic, Kathy Hone, Gerald Velie, Robert Kenan, and Ben Everett. Mayor Barnhill called the meeting to order. Willie Knowles prayed. On motion by Willie Knowles, and seconded by Ron Rampone, minutes of October 21, 2010 were approved unanimously. On motion by Willie Knowles, and seconded by Nancy Jones, the financial report was approved unanimously. Lynn Shore , representative of the Pender County revaluation team, explained the revaluation process. He pointed out exemptions for senior citizens or those permanently disabled. Income is also taken into account. Over $28,000 you are not eligible. Robert Corbett brought out that values are placed on property based on what category they are in and how the property is classified. Attorney Robert Kenan presented a complaint on behalf of Ben Everett. On motion by Nancy Jones, and seconded by Ron Rampone, Attorney Corbett was authorized unanimously to accept the complaint. A special meeting was scheduled for Tuesday, November 30, 2010 at 6:30 P. M. A special meeting was also scheduled for Thursday, December 9, 2010 at 6:30 P. M. Mayor Barnhill was notified that personnel files needed to be maintained on R. H. Corbett, Louis T. Hesse, and Mary D. Bakan. On motion by Willie Knowles, and seconded by Neil Benton, it was unanimous that Nancy Jones maintain these personnel files. Mayor Barnhill commented that the top of the hall chimney had been removed. Mayor Barnhill brought up about participating in the FEMA flood insurance plan. On motion by Nancy Jones, and seconded by Neil Benton, it was unanimous to pursue participation in the flood insurance plan. Minutes, November 18, 2010 page 2 Gerald Velie asked if anything could be done about dogs and deer crossing property. Mr. Miller is having a problem with this. There is nothing the Village can do. On motion by Willie Knowles, and seconded by Neil Benton, the council unanimously went into executive session to discuss a contract. On motion by Willie Knowles, and seconded by Ron Rampone, the minutes of the executive session were sealed unanimously. On motion by Willie Knowles, and seconded by Ron Rampone, the council adjourned the executive session unanimously. On motion by Nancy Jones, and seconded by Ron Rampone, the regular meeting was adjourned unanimously.
