St. Helena Council Meeting Minutes May 16, 2024
Attending the meeting were Mayor Robert Barnhill, Mayor Pro-Tem William Hunter, Councilman Neil Benton, Councilman Carey Childress, Councilman Gerald Velie, Councilwoman Judy Katalinic, Planner Stephanie Moore, Building Inspector Louis T. Hesse, Attorney Robert Hugh Corbett, and Town Clerk Mary D. Bakan.
In the audience were Alice Southerland, John Leimone, and Leo Andrades.
Mayor Barnhill opened the meeting at 6:40 p.m. and Ms. Katalinic led the prayer.
Allegiance to the U.S. Flag and a salute to the N.C Flag were said by all.
Mayor Barnhill opened the public hearing by reading the public notice aloud.
Mr. Leimone spoke about his family history and about the land he owns and wanted it to pass it to his family. He wanted to add trusts to the family subdivision.
Mr. Andrades asked about kinships.
On motion by Mr. Benton, and seconded by Mr. Hunter, it was unanimous to adjourn the public hearing.
Mayor Barnhill called the regular meeting to order.
On motion by Mr. Hunter, and seconded by Carey Childress, the minutes were approved unanimously.
On motion by Mr. Velie, and seconded by Ms. Katalinic, the financial report was approved unanimously.
On motion by Mr. Velie, and seconded by Mr. Benton, the issue of the family subdivision was tabled to another time.
Ms. Moore was supposed to present a presentation on the Pender County Comprehensive Transportation Plan but due to a computer problem, it had to be postponed.
Mr. Hunter made a motion to get Adam Lanier to put in the new septic tank. Mr. Velie seconded it. The motion was approved unanimously.
On motion by Mr. Velie and seconded by Mr. Benton, it was unanimous to require updates from the planner and building inspector at the monthly council meeting.
Mr. Andrades said he wants to open Bland Avenue and that he has been working with Louis to see what the requirements were.
Mayor Barnhill brought up the back door.
On motion by Ms. Katalinic, and seconded by Mr. Hunter, it was unanimous to schedule the budget hearing at the next regular council meeting which will be June 20, 2024.
On motion by Mr. Benton, and seconded by Mr. Hunter, the council unanimously agreed to adjourn the meeting.
