St. Helena Council Meeting Minutes July 18, 2024 St. Helena Town Hall 6:30 p.m. Mayor Barnhill called the public hearing to order. He read the following:
Take note that the Council of the Village of St. Helena shall conduct a public hearing on Thursday, July 18, 2024 at 6:30 o’clock. P.M., at the St. Helena Village Hall, 305
A letter from St. Joseph Church was passed out.
Mr. Barnhill asked if anyone had anything to say. William Rand (from Nash Equipment) was the first to speak. Several members of St. Joseph Church also spoke up. They talked about how they go to St. Joseph’s cemetery to visit their relatives' graves and how peaceful it is, and they didn’t want Nash to be allowed to move in because they are afraid of their noise from the business will spoil the quietness of the cemetery.
St. Helena’s Building Inspector Louis Hesse explained to the council and the audience that it is not a public hearing about Nash moving into that location, but it is an issue of rezoning. He stated that if zoning is changed to B-2; there are other businesses that can move in there. He explained about Conditional Use Permits. He passed out a list of what is permitted in what district, and he circled those which might be an issue in B-2. A buffer zone made of trees and a fence was talked about between Nash and the church. . With no further speakers, the public hearing was adjourned.
. Mayor Barnhill stated that it was a lot for the council to think about and the council will discuss the matter at next month’s meeting.
Mayor Barnhill brought the regular meeting to order. He led the prayer.
Allegiance to the U.S. Flag and a salute to the N.C Flag were said by all.
On motion by Mr. Childress, and seconded by Mr. Benton, the minutes of June 20, 2024 were approved.
Mayor Barnhill talked about the ABC money that was listed on June2024 financial report and the $6.502.38 that just came in. On motion by Ms. Katalinic, and seconded by Mr. Childress, the June 2024 financial report was approved.
Discussion on when to have a meeting about the rezoning request was brought up. Mr. Childress could not make the meeting because he will be out of town because he had to go to school because of his job. There were talk of having a special meeting on August eighth at seven but there were a conflict there too. It was decided to have the discussion on August 15th at the Council’s regular meeting. Mr. Barnhill said that should give us enough time to study the issue.
Under new business, Mr. Benton gave an update on the septic system. He and Mr. Hesse explained what has been done. Mr. Benton talked about the fact that the electricity hasn’t been hooked up to the septic tank yet. Several scenarios were discussed. It was decided to go with a small junction box next to the larger junction box near the porch. On motion by Mr. Velie, and seconded by Mr. Benton, it was approved that Bowden Electric will connect the electricity to the septic tank.
Alice Southerland inquired about when she can start renting out the hall. Mr. Benton said that if everything goes right, the electricity should be hooked up in the next couple weeks. She pointed out that someone wanted to use the hall on August 3rd and August 8th.
Mr. Velie brought up Wall’s Trash & Recycling as well as GFL Trash & Recycling. He also had questions on “Project Fresh”. Mr. Hesse said he hasn’t talked to Project Fresh for the past six to eight weeks.
On motion by Ms. Katalinic, and seconded by Mr. Benton, the motion to adjourned was approved.
