Village of St. Helena Minutes of the Regular Council Meeting Held on March 20, 2025 Mayor Robert Barnhill called the meeting to order at 6:35 P.M. Present, besides the Mayor, were Council Members Carey Childress, Shirley Jacobs, Judith Katalinic and Gerald Velie, who constituted a quorum. Also present were Mary D. Bakan, Acting Village Clerk; Robert H. Corbett, Village Attorney; Stephanie Moore, Village Planner, and Louis Hesse, Village Building Inspector. The meeting was opened with an invocation, the Pledge of Allegiance to the Flag of the United States and the Salute to the Flag of North Carolina, all led by Mr. Barnhill. The Mayor called for comments on the agenda and there were no additions or corrections. Minutes of the February 20, 2025 meeting were approved on motion by Ms. Katalinic, seconded by Ms. Jacobs. The February 2025 Financial Report was approved on motion by Mr. Childress, seconded by Ms. Katalinic. On motion by Mr. Velie, seconded by Mr. Childress, a public hearing on the application of Mr. Brian Riportella and Ms. Holly Riportella for a special use permit to conduct horse training on Pender County Tax Parcel 3228-31-1958-0000, was set for April 17, 2025 at 6:30 P.M. in the Village Hall. After being informed that Mr. Greg Dail refused to complete his contract to construct a new handicap ramp at the Village Hall and discussion thereof, the Council voted to rescind its contract with Mr. Dail on motion by Mr. Velie, seconded by Ms. Jacobs. The Mayor instructed the Village Attorney to write Mr. Dail as to the Council’s decision. On motion of Ms. Katalinic, seconded by Ms. Jacobs, the meeting stood adjourned.
