Village of St. Helena Special Meetings/Council Minutes

February 17, 2011

 

Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, Louis T. Hesse, and Chad McEwen.

 Attending the meeting were Kathy Hone, Gerald Velie, Judy Katalinic, Ann Mizerak, Stella Murphy, Robert Kenan, and Keith Brock.

 At 5:30 p.m. Mayor Barnhill called to order the first hearing to receive public comment to close those streets lying to the west of the A.C.L. railroad right-of-way and south of Blocks 11 and 4, 10 and 5, 9 and 6, and 8 and 7 as shown on the map entitled “Official Map of St. Helena Farms” in Map Book 3, at page 27, of the Registry of Pender County, North Carolina.

 Comments were made by Attorney Robert Kenan.

 On motion by Ron Rampone and seconded by Nancy Jones, the hearing was adjourned.

 At 6:00 p.m. a public hearing was opened to receive public comments on (1) in accordance with N.C.G.S. Section 160A-364, text amendments to the Village of St. Helena Uniform Development Ordinance , (2) a resolution adopting the Pender County multi-jurisdictional hazard mitigation plan and (3) participation by the Village of St. Helena in the National Flood Insurance Plan.

 Chad McEwen made comments on the text amendments to the UDO.

 R. H. Corbett commented on the Pender County Multi-Jurisdictional Hazard Mitigation Plan stating that about every five years the plan is renewed.

 Louis T. Hesse commented on the National Flood Insurance Plan pointing out flood zones.

 R. H. Corbett explained that a public hearing on the flood ordinance needed to be scheduled.

 On motion by Neil Benton and seconded by Willie Knowles, the public hearing was adjourned unanimously.

 At 6:30 p.m. the regular council meeting was called to order by Mayor Robert Barnhill.

 Prayer was by Willie Knowles.

 There were no public comments on any agenda topic.

 On motion by Nancy Jones and seconded by Ron Rampone, minutes of January 20, 2011, were approved unanimously.

 On motion by Nancy Jones and seconded by Ron Rampone, the financial report was approved unanimously.

 Louis T. Hesse informed the council that 13 acres near Memory Lane was landlocked.

 On motion by Willie Knowles and seconded by Jim Davis, it was unanimous to repair pot holes on North Street .

 Ron Rampone mentioned that signs were disappearing.  Mayor Barnhill suggested looking into theft proof screws on the signs.

 Ron Rampone meets monthly with the Pender County Comprehensive Transportation Plan group.

 Mayor Barnhill mentioned to Nancy Jones about budget time.  If there were any plans requiring money, they needed to be submitted.

 Mayor Barnhill reviewed the audit for 2009-2010.

 On motion by Willie Knowles and seconded by Ron Rampone, the audit for 2009-2010 was approved unanimously.

 Mayor Barnhill had a preliminary real value figure for the Village of St. Helena for 2011 which was $31,925,895.

 On motion by Jim Davis and seconded by Willie Knowles, the closing of the streets as presented at the public hearing was approved unanimously.

 An affidavit signed by Mary D. Bakan, Ann D. Mizerak, and Stella D. Murphy is attached as part of these minutes.

 On motion by Jim Davis and seconded by Nancy Jones, the text changes to the UDO as presented at the public hearing and after Nancy Jones suggested some changes were approved unanimously. 

 On motion by Nancy Jones and seconded by Ron Rampone, a resolution of intention to participate in the National Flood Insurance Plan was approved unanimously.

 A public hearing was scheduled for 6:15 p.m. at the March 17 council meeting to receive public comments on the Flood Damage Prevention Ordinance.

 On motion by Ron Rampone and seconded by Nancy Jones, the Pender County Multi-Jurisdictional Hazard Mitigation Plan was adopted unanimously.

 Mayor Barnhill announced to the Council that the Juisto and Rose Leimone family would give to the Village the old home to be moved.

 On motion by Nancy Jones and seconded by Ron Rampone, it was unanimous that the Village was interested but not at this time.

 Ron Rampone questioned paying Planning Board members when not in attendance at meetings.  Mayor Barnhill commented that originally it was hard to get someone to serve.

 Ron Rampone asked about flea market on Tom Bradshaw property.

 On motion by Willie Knowles and seconded by Ron Rampone, the meeting was adjourned unanimously.
