Village of St. Helena Special Meeting/Council Minutes

March 17, 2011

 

 Present were Mayor Robert Barnhill, Ron Rampone, Neil Benton, Jim Davis, Nancy Jones, Willie Knowles, R. H. Corbett, and Louis T. Hesse.        Attending the meeting were Judy Katalinic, Gerald Velie, and William Hunter.

 At 6:15 p.m. Mayor Barnhill opened the public hearing to receive public comments on the Flood Damage Prevention Ordinance.  Louis T. Hesse made a comment that flood insurance would be available.  He showed a 2007 flood map on the screen.

 On a motion by Willie Knowles, and seconded by Ron Rampone, the public hearing was adjourned unanimously.

 Mayor Barnhill called the regular meeting to order at 6:30 p.m.

 Prayer was by Willie Knowles.

 On a motion by Nancy Jones, and seconded by Ron Rampone, minutes of 2-17-11 were approved unanimously.

 On a motion by Ron Rampone, and seconded by Willie Knowles, the financial report was approved unanimously.

 On a motion by Willie Knowles, and seconded by Jim Davis, the Flood Damage Prevention Ordinance was adopted unanimously.

 Louis Hesse mentioned that the ceiling mounted screen was donated by the Fire Department.

 Louis Hesse commented that the New Road subdivision of 10 acres landlocked near Memory Lane was still being worked on.

 Willie Knowles advised that rock had been put on North Road .

 Jim Davis brought up that the plantation land being advertised for sale was $2500 an acre.  Louis Hesse said that the sign was too close to the road.

 Ron Rampone questioned Louis if he had a problem with stopping the flea market.

 Mayor Barnhill announced that Carolyn Justice had introduced a bill for the recall process.

 Mayor Barnhill commented that home appraisals did not matter.  The tax rate is what counts.

 On motion by Nancy Jones, and seconded by Ron Rampone, Mayor Barnhill was authorized to send a letter opposing HB 993 (recall).

 Judy Katalinic asked permission to clean out the kitchen cabinets.

 Judy Katalinic recommended that Board of Adjustment pay be budgeted.

 Ron Rampone requested that an auction be held to clear the storage area on the stage.  Jim Davis mentioned selling the chairs in lots of five or ten.

 On a motion by Ron Rampone, and seconded by Nancy Jones, it was unanimous to hold an auction on a Saturday.

 Ron Rampone asked Louis Hesse to check on two trailers on the corner of Main Street and US #117.

 Mayor Barnhill commented that some were lost after the census.

 On a motion by Ron Rampone, and seconded by Willie Knowles, the meeting was adjourned unanimously.
